Does this requirement include commonly modified rules as part of a "house rules" implementation? example: Range Modifiers (standard +0,+2,+4 for Short, Medium, Long).

What may help clarify similar seeming ambiguities you encounter in the future is to note that they all elaborate on or are subordinate to the top level or root goal. The part of that relevant here is the constraint on supporting play using rules from AGoAC and the BM.
