Let users save filters as a personal view

User story As a team lead, I want to save a filter combination as a named view, so that I can return to the same slice of work without rebuilding it every morning.

Acceptance criteria

• A filter set can be saved, renamed and deleted
• Saved views are private by default, with an option to share with the project
• View state survives a page reload and is deep-linkable
