After my old team members have left , shouldnt the remaining team members be able to have full control over all projects and orgs? As I have had this happen to me but I currently cannot seem to find a way to delete old projects created by team members who are no longer with my company.

Hi Spike, You can double check the organization admin and ask one of them (cannot be yourself) to set you as the project admin, so that you can delete the project. But if the organization admin is the same person that created the project (project admin), then unfortunately you can only contact that person to help you delete the project.
