UX Improvement: do not remove tags automatically

Problem: By adding tags, often the old ones are accidentially removed. (Employees often just don't get it.)

Solution: Always add new tags to the old ones (like in detail view) also in list and board view. It is easy to remove a second old tag, if not necessary.
