Sometimes we may leave a lot of comments in a task. In every time we have to manually scroll to the end of the comments. It will be better if there is a button to quickly jump to the end (and top) of the comments

@zealseeker.yang - a scroll to bottom button will appear when there are too many comments and when they passes the comment input area.
