I was able to add a profile picture to my profile at the very start, but now I can't change it and it won't allow a member of my staff to add a picture. The option of "Upload Picture" or "Remove" is not showing anymore.
How can this be resolved?

I think these are temporary problems. But for now, you can change your profile picture in the mobile version of the application.
