Payment provider migration may not finish before the November change freeze

If the payment gateway migration is not live by 5 Nov 2027, then the switch-over falls inside the year-end change freeze and the portal launches on the legacy gateway.

Impact if it happens — launch slips to Q1 2028 and we carry the old gateway's per-transaction fee for another quarter.

Response (mitigate) — pull the migration forward into sprint 14 and run the swap behind a feature flag so it can be reversed without a release.

Trigger to watch — sandbox certification not passed by 15 Aug. If that date goes red, this risk becomes an issue.
