Create method to install packages

Create method to read and install framework package files. This method should be written in packs / sys / controllers / update_controller.php. It should be used by the existing "updateFramework" method too. The package file should be of type "tar.gz" but it will have the extension ".pkg" and should contain the informed structure (instructions in the file format.txt in the task).

When the method reads the update file, it should check if is a valid file and then install files, execute the commands and register in the framework registry the information.
