Goal: Keep the foundation healthy enough that feature work stays fast.

Why it matters: This is the epic teams cut first and regret second. Reserve roughly 15–20% of every sprint's capacity for it.

Success looks like:

• Architecture decisions written down, not held in one person's head
• Third-party integrations behind a stable internal interface
• Code review is a workflow status, not a task somebody forgets

How to size this work: most items here are Tech Debt or Spike. A spike is timeboxed research with a written answer as its deliverable, not working code.
