You can't always anticipate and do batch tagging.
judging by the description, I think they might have meant to ask, can you copy tags from one task to another? but maybe mistyped the title.
incidentally, if that is the case, I've been wondering about the same thing, and I found a workaround.
you can copy the task and paste it into any text box (either the task description box or notepad). the tags will be displayed with #s before them. then you can copy back just those tags into the task you want to have the same tags in.
another probably better option would be to select both the task you want to copy the tags from and the task you want to copy to. then on the bottom, if you click the batch tag button, the tags already applied appear in green on the top of the list. so you can just pick among them which ones you want to copy to another task.
I guess for me, intuitively, I expected that I would be able to just Ctrl or Alt + drag a tag to copy it to another task. but the already existing methods are not so bad.
