Allow for statuses to have the same “progress” or no progress at all

Currently statuses are based on progress. Status complete is 100% for example. It would be nice if I could have the same progress for the same statuses or no progress at all. E.g. “on hold” or “declined” are statuses where the progress doesn’t make too much sense imo and I would like to set it to 0% but I can’t because it is already taken up by “to do”
