What we need — procurement desk to approve the PO for the SSO vendor contract.

Needed by 30 Apr 2027. Every week of delay pushes D-01 by the same week, and D-01 has no slack left.

Blocked by — I-05, the missing budget code.

Fallback if it is late — none worth the name. Authentication cannot be built on a sandbox tenant. This is the dependency to chase first each week.
