Infrastructure to provision the production database cluster

What we need — the production Postgres cluster sized for the migrated dataset, with backup and failover configured.

Needed by 23 Jul 2027, ahead of the first production migration rehearsal.

Lead time — the infrastructure team works to a six-week queue, so the request went in on 11 Jun. Confirmed in their backlog, not yet scheduled.

Fallback if it is late — rehearse on the staging cluster with a reduced dataset. It proves the process, it does not prove the timings, so treat a slip here as a real risk to the migration window.
