[Notifications] Filter or mute changes made through an app (API/MCP)

🔕 Let users filter out or mute notifications caused by app/API changes, so bulk AI cleanups do not bury real comments.

🚨 Problem

• 🤖 With Quire MCP, one person can rename, retag, move and re-status hundreds of tasks in an hour.
• 📬 Everyone following those tasks gets one notification per change; a teammate of ours got 400+ in one day after such a cleanup.
• 🫥 Comments and mentions from people are buried, and there is no way to tell app-made changes from manual ones.

🛠️ Suggestion

• 🏷️ Mark notifications made through an app/API (e.g. "via Quire MCP") like other app activity.
• 🔍 Add a notification filter Hide changes made by apps, or include apps in the existing member filter.
• 🔇 Optionally a silent / no-notify option for bulk API writes such as bulk_update_tasks and bulk_move_tasks.
